What does it mean, historically, for an incumbent pResident to be at 42%

What does it mean, historically, for an incumbent pResident to be at 42%
approval? I've heard different interpretations, but this seems very, very low. The number doesn't seem to be an anomaly either, as his approval ratings have been steadily declining for some time now.

1. Bush Sr
was at 35% at this time, so it is still pretty amiguous. I don't think there has even been someone who recovered from below 45%, but these are not normal times.

4. Actually, it was 47%. Harry Truman recovered from 47% in June.
Other than that, no one has one below 51%. But, don't get giddy over these stats, the Bush evil is a nasty machine that will do anything to win. Must be constantly vigilant in stopping him.

2. It means hes in big trouble
No president with approval ratings under 50 at this point has been reelected since Harry Truman. The lowest June approval that any president has sustained and won since then was Reagan in 1984. He was at 54%, 12 points above where Junior is now in the CBS poll.
