means that the outcome of the race is still in doubt.

Too early to call means that the outcome of the race is not really in doubt, but the network feels apprehensive about calling it at such an early point in the evening. They typically have specific precincts that they monitor for results to get a sense of how the race is going to end up. They will usually hold off calling a race if those precincts have not yet reported, even if one candidate is probably going to win.
