MSNBC took a break from the comedy to point this out. Well, they didn't take it as far as I did, but ... this could be a huge windfall.

2. Census does not do the redistricting. The states do it. |

And they do in many cases base Congressional Re-districting on census data AND election results.
And they are more likely to base the districts on the General Election results more so than the Primary Election results.
