Obama Will Likely Control the Democratic Convention. |

Interesting article from Canyon News website about the seating of delegates at the Democratic Convention: The first step in the convention procedure is that all the undisputed delegates are seated. All Obama's pledged delegates will therefore be seated.
The next step is the action of the Rules Committee which decides disputed seats. The composition of the Rules committee, which will hear the appeals on the exclusion of the Florida and Michigan delegates, is based on the pledged delegate count, of which Obama will likely have a majority. The DNC has 25 positions on the Rules Committee to fill and it is likely that these will be Dean supporters who would be unlikely to set aside the exclusion of Florida and Michigan delegates in contradiction to previous decisions of the DNC holding those state's primaries invalid.
Step three: Should the Rules Committee vote to seat the Florida and Michigan delegates, however, their decision would need to be ratified by the all the already seated convention delegates. It is unlikely that the majority of seated delegates would support a rules change which would threaten their majority status.
It appears almost certain that Obama will go into the Convention with the majority of pledged delegates and thus will control the convention prior to any decision of the Rules Committee on seating the Florida and Michigan delegates. These same delegates will have the majority vote on ratifying or refusing to ratify the Rules Committee's recommendations on the seating of disputed delegates. Thus, it appears highly unlikely that there is anything that Clinton can do at this date to win the nomination.
