2. He's honestly giving credit where credit is due.
The welfare to work bill WAS messed up, but Bill had good intentions and WAS an "intelligent friend".

9. I didn't think a guy with at least one PhD who speaks five languages needs "translation"
from an anonymous poster on a political discussion forum, either. He seemed to express himself declaritively and concisely in that quote.
