1. I sort of agree

What I'd like to see is the city empty. No one goes out, no one goes shopping or to restaurants. The streets would be empty.

Everyone is expecting riots in the streets. Freak them out. Give them the unexpected. Dead and total silence.

2. Thats kind of the way it was on 9/11

I worked in the World Financial Center and walked back to Grand Central after the towers had fallen, and was amazed by the actual silence of the city. Yes, there were all of the sirens, but they were muted by the destruction that had happened.

I don't think that sound can be duplicated, but if we could provide total silence in the city during their convention, it would say more that any words could say
