They were talking about it on C-Span this morning.
The way I understand it: If Kerry decides REJECT the public money, then he CAN spend the money he gathers now, plus whatever he gets after the convention. If he decides to ACCEPT the public money, he cannot use any of the money he collects now. If I GIVE MONEY NOW what happens to it? can he INVEST it on ads that are aired AFTER THE CONVENTION? Or what do they do with it? give it to other candidates? the DNC??? Please help.

Q. What happens to contributions after the nomination is finalized? A. Because John Kerry will receive public funds for the general election, federal campaign finance law prohibits the Kerry campaign from raising private funds after he accepts the Democratic nomination.
This says he can't raise more, but implies by omission that he can still use it for his campaign. Don't you think? BTW, I got this in an email when I asked the question on his site.

Who can spend it on pro-Kerry ads (though they can't coordinate those ads with the Kerry campaign--yeah, right) Kerry will probably want about $30 million to go to the DNC this way to help equalize the fact that Kerry's $75 million is supposed to last a month longer than Bush's $75 million--due to the later Repug convention.

pitch in to the effort? What can I do in Chicago that will make a difference, considering that Chimpy isn't even bothering to run ads here?
on edit: by the way, despite my financial situation, I have contributed to both DU and the Kerry campaign. Perhaps I should voluteer for Roy Moore.../joke

Considering the recent reports show that we are keeping up with the Repugs (and even have more on hand in some instances), we need to keep the pressure up..
The Repug money machine is about to break....and don't just give to the tier one candidates....look down the ticket to candidates who are on the verge....we could pick off a couple of leaders (DeLay anyone) and have a reverse 1994 on our hands election night...
I don't want to just win, I want a thorough rejection of their polices and their party!!!!!!!!!!!
