Obama's campaign apparently knew the rules and fully implemented them.
1992 changes? Clinton wasn't even President yet and I doubt that he had the influence before the convention to implement any changes. More than anything, the fact he ran in 1988 and made the rounds of state Jefferson Jackson dinners and state party members allowed him to gain some name recognition.
