Clinton Wins Easily in Puerto Rico




......At her victory rally, Clinton, thanking her Spanish-speaking supporters, also praised the Democratic front-runner and struck a tone of unity.

"Our two campaigns have turned out record numbers of new voters, determined to chart a new course for America," Clinton said. She did not question Obama's ability to win the election as she has in the past, nor his legitimacy in asserting that he is nearing the finish line to claim victory in the nomination. But she urged superdelegates who have not yet picked a candidate to consider her merits -- an argument that seemed as relevant to the vice presidential choice as to the nomination itself.

Clinton repeatedly said that she has won the popular vote. "The people have spoken, and you have chosen your candidate," she said. She said she has won the states that will be important battlegrounds in the general election, a case that she has made many times in the past but that she now hopes will persuade undecided superdelegates to turn her way.

Speaking directly to the superdelegates, Clinton said: "I do not envy the decision you must make, but a decision has to be made. And in the final assessment, I ask you to consider these questions: Which candidate best represents the will of people who voted in this history election? Which candidate is best able to lead us to victory in November? And which candidate is best able to lead our nation as our president in the face of unprecedented challenges at home and abroad? I am in this race because I believe I am that candidate."

In Puerto Rico, Clinton won voters across the board -- both men and women and voters in each age, education and income category, according to a CNN exit poll of Democratic primary voters. .............

Mrs. Clinton’s count includes Michigan, where Mr. Obama’s name was not on the ballot, and it does not include some caucus states won by Mr. Obama and where the popular vote was not reported. Mr. Obama’s campaign gently pushed back at her assertions that she had won the popular vote.
.........“I’ve been closing very strongly since Feb. 20,” she said, referring to the day after Mr. Obama won Hawaii and Wisconsin. “I have won more votes and won more states than Senator Obama. All the independent analyses break in my direction. A lot of the key states that we have to win, I win those states.”.......

8. Hillary has barely set foot in SD and MT over the last week
she won't be in either state today or tomorrow. You predicted that Hill would win in Oregon. She lost by 17. She'll lose by at least the same margin tomorrow in both SD and MT. She'll be back in NY today and tomorrow.

Why do you think that is?

Prominent tribal officials to lead outreach efforts in Indian Country

Following Hillary’s visit to Indian Country two days ago, the Clinton campaign today announced the endorsement of 22 tribal leaders in South Dakota. These supporters will help lead the campaign’s outreach efforts in the Native American community over the next five days.

"I am honored to have the support of men and women who are proven and respected leaders in Indian Country," said Hillary. "I am committed to working with Native Americans in South Dakota and across the country, with complete respect and acknowledgement of tribal sovereignty, to create more economic opportunity, and tackle the health care and crime problems too many in Indian Country face."

Hillary unveiled her comprehensive South Dakota Native American Agenda last Tuesday; the following Wednesday she discussed the plan during her visit to the Pine Ridge reservation. President Clinton will also have made seven stops in Indian Country before June 3 to campaign on Hillary’s behalf.

"There can be no questioning Hillary’s commitment to Native Americans here in South Dakota and across the country," said Chairman Brandon Sazue, Sr. of the Crow Creek Sioux Tribe. “She has laid out specific proposals to partner with us to help tackle the challenges we face, from chronic unemployment to juvenile diabetes to a skyrocketing crime rate. She will be a President who respects tribal sovereignty and she will work to reverse the effects of seven years of neglect from the Bush Administration."

For the first time in memory, every state will play a role in choosing a nominee for the nation's highest office.

Some of those parts are small, but not ours: as one of the last two primary elections, South Dakota Democrats suddenly and improbably find themselves in a starring role.

That's an unlikely turn of events, as our state has improbably become a battleground in the long, hard race between two Senators seeking a spot at the top of the Democratic ticket: Barack Obama of Illinois and Hillary Clinton of New York.

But Clinton is the strongest Democratic candidate for South Dakota.

Her mastery of complex policy detail is broad and deep, and her experience as a senator and former first lady matches that.

Measured against her opponent, Clinton is philosophically more moderate. That is likely a good thing for South Dakota.

Clinton's energy policy is forward thinking and wise. She advocates a broad federal research initiative to help solve our looming oil crisis. It's a plan that would join university researchers, private industry and individual inventors behind a common goal.

Clinton has demonstrated a real commitment to Native American issues and will have visited several South Dakota reservations before the race is over. Clinton is precisely correct when she says that people outside the region have a poor understanding of the troubling trends on our reservations. Federal attention could help. That includes but is not limited to higher-ranking posts in the federal bureaucracy.

Her truly universal health care plan would be welcomed by thousands of South Dakotans. Even on reservations, where health care is nominally universal already, such a plan would be welcome. The federal government would never be allowed to subject everyday Americans to the kind of care Native Americans living on reservations routinely receive.

Her resilience and determination never should be questioned. She has met or overcome every challenge or roadblock in her way, and there have been many. Her determination to carry the nomination process through to its real conclusion has perhaps earned her a grudging respect from those who would never support her.

Hillary Rodham Clinton's supporters turned out early to see the presidential candidate in Billings on Tuesday night, but none so early as Kirk Stewart. Although the doors to the Montana Pavilion at MetraPark didn't open until 6 p.m., Stewart arrived at 9:45 a.m.

Clinton was to speak at 8 p.m. but was an hour late after having campaigned earlier in the day at the Salish Kootenai College library in Pablo on the Flathead Indian Reservation. Clinton's visit to Billings was free and open to the public.

A Billings resident, Stewart said that now that he's disabled, he can't move as fast and didn't want to miss seeing Clinton. Wearing shorts and an Hawaiian print shirt and Hillary button, Stewart braved the cold and rainy day as he sat outside in his walker. "I fell asleep and listened to the radio. That's about it," he said. "I waved at all the people working."

Stewart supports Clinton because she believes in equal pay for women, he said. "Too many families are single parents and can't make it."

Why vote for Hillary Clinton? Because she is a stronger candidate in November.

I really like Barack Obama. I am impressed with some of his stands and his forthright talk. I think he has a great future. But, because I want the Democrats to win this November, I support Hillary. We can't take a chance that the Democrats would lose.

Let's review the facts. First, Hillary has received more of the popular vote than Obama. Since March 1, she has received over half a million more votes than Obama. Obama has won caucus states where not all the people vote. In November it is the people that vote, not the caucuses. More people have voted for Hillary than for any other Democratic primary candidate in the history of the Democratic Party. She is the people's choice.

Second, Hillary has won all the big states important to the Democrats this fall. She has won states that have 308 electoral votes, enough to win in the fall. Obama's wins are largely in Republican and small states that are simply not as important as the large swing states of Ohio, Pennsylvania, West Virginia, Florida and Michigan. Four years ago, we lost Ohio and Florida; a change in either would have changed the presidency. Let's send our strongest candidate for the November contest.

Third, Hillary won West Virginia by 41 percentage points and Kentucky by 35 percentage points. In April she raised $22 million, her second-highest fundraising month in the campaign. She is getting stronger every day......

Hillary’s plans will right the wrongs of Walter Reed, provide health care and benefits to those who have served our country, and build on her work on the Senate Armed Services Committee to reduce strains placed on our troops and their families.

A CHAMPION FOR VETERANS

When Hillary is President, she will make sure that every member of our armed forces will receive a fair shot at the American Dream when their service is over. Montana has one of the highest number of veterans per capita, with roughly 107,000 veterans residing in the state. Hillary will ensure that every veteran in Montana and all across America will have health care. She will work so that every veteran receives the benefits they have earned and the assistance they need - right from the start. And she will make sure no soldier ever loses a bonus because he or she has been injured in service. As President, Hillary will:

Enact a GI Bill of Rights for the Twenty-first Century. Hillary will enact a GI Bill of Rights for the 21st Century that will resurrect the spirit of the original 1944 GI Bill and offer service members, veterans and their families with expanded education, housing and entrepreneurial benefits. Her plan will guarantee equal access for all components of the Armed Forces -- Active, Guard and Reserve -- that have deployed overseas in support of a combat operation since September 11 or served two years of active duty since September 11. She will fund undergraduate education for service members, as well as education for specialized trade or technical training, and certification and licensing programs. She will make GI educational benefits transferable within families. She will expand the VA Home Loan Guaranty program to allow veterans to use low-interest, no-fee loans to purchase, build or improve a home valued up to $625,000. She will establish a Veterans Microloan Program to provide veterans with no-collateral, low-interest microloans of up to $100,000 for entrepreneurial ventures.

Fully Fund the VA. Senator Clinton believes there is no more important way of honoring veterans than ensuring they can receive quality care through the VA. As President, she will push to have guaranteed funding for the VA. She does not believe the VA should be fighting every year to get money for the people who take care of us.

Provide Affordable and Quality Health Care for All Veterans. In Montana alone, over 1,900 servicemembers and veterans from Iraq and Afghanistan have sought health care from the VA since returning home. As President, Hillary will ensure that all of the 1.8 million uninsured veterans in this country and the roughly 107,000 veterans in Montana have access to quality, affordable health care. She will restore the Clinton-era policy that opened the VA's excellent and cost-effective health care system to all veterans who seek to enroll. She will make a long-term commitment to the VA system to ensure it is adequately funded and has the capacity to avoid backlogs and to handle greater enrollments. And she will provide coverage through the American Health Choices Plan to all veterans who choose not to use the VA system.

Ensure All Veterans Receive the Benefits They Have Earned and the Assistance They Need -- Right from the Start. As President, Hillary will commit to getting a fair, accurate, and timely decision for every veteran filing a disability claim. She will increase the number of qualified VA evaluators to reduce the backlog of claims. She will provide fast-track training for new claims specialists and expand the Benefits Delivery at Discharge Program to smooth the transition from service to discharge for all those who serve our country.

Extend Hiring Preferences to Veterans-friendly Contractors. Today, there are between 7.2 and 7.6 million federal contractors, 2 million more than there were five years ago. The privatization of government by the Bush administration has meant veterans are losing job opportunities, because contractors do not necessarily have the same hiring policies as the federal government. Hillary will cut the number of contractors working for the federal government by 500,000 over the next 10 years, saving $10 to $18 billion a year. And she will restore and expand job opportunities for veterans by working to establish a system through which federal contractors afford veterans hiring preference comparable to the federal government's.

Give Veterans Additional Opportunities to Serve. Hillary will make vouchers worth up to $10,000 available to returning veterans who want to serve in AmeriCorps and select not-for-profit organizations. These organizations would provide at least $5,000 to supplement the voucher. This system will help veterans create normal routines and reenter their communities while doing meaningful work serving their country. Hillary will make this subsidy available to as many as 20,000 veterans a year.

Reduce Homelessness among Veterans. In 2006, nearly 200,000 veterans were homeless on any given night. As President, Hillary will work to ensure that every veteran in Montana and the country have homes and receive the care they deserve. Hillary will establish a pilot program on homelessness prevention for veterans that will provide subsidies, eviction prevention, and one-time assistance for veterans who fall behind on their rent. She will also expand rental assistance for veterans by calling on Congress to fund an additional 20,000 housing choice vouchers exclusively for homeless veterans.

Expand the Helmets to Hardhats Program. Hillary will increase funding for the Helmets to Hardhats program. This program links veterans with local job opportunities in the construction and trade industries by offering apprenticeship programs that teach veterans through on-the-job training supplemented by classroom instruction.

Expand Veterans Homeownership. Hillary will make homeownership more affordable for veterans. Veterans will receive a 50% discount on foreclosed properties in the government’s inventory, which currently stands at 35,000 homes. And she will eliminate the upfront fees on VA mortgages for veterans of the Iraq and Afghanistan wars who take out VA loans within two years of leaving active duty.

RIGHTING THE WRONGS OF WALTER REED

More than a year ago, news reports revealed the shocking treatment of wounded service members at Walter Reed Army Medical Center. It became evident that these problems were not unique, but represented a broader failure to provide our wounded warriors with the care and benefits they need and deserve. Many problems persist, and President Bush’s proposed budget cuts needed programs. The Fiscal 2009 budget released February 5 eliminates the Traumatic Brain Injury (TBI) Program, administered by the Health Resources and Services Administration; provides only modest reductions in claims processing wait times, from 177 days to 145 to process disability claims for separating service members or veterans; and fails to guarantee funding of the VA, leaving professionals at the Department unsure of next year's budget.

Hillary Clinton will not wait for another Walter Reed scandal to ensure our veterans receive the care they have earned.

Restore and Expand TBI Program. Hillary Clinton joined Senator Barbara Mikulski in writing to President Bush, calling on him to reverse his plan to eliminate the Traumatic Brain Injury Program, which has a been a crucial component of the federal government’s system of care for the million of Americans dealing with TBI, including many veterans returning from the wars in Iraq and Afghanistan. The program that was eliminated by President Bush’s budget provides grants to states to help them develop systems of care for those impacted by such injuries; these grants are essential components of our national system of care for all Americans impacted by TBI. If President Bush does not restore this program, as President, Hillary will. Hillary will also improve the assessment, detection and treatment of TBI, as well as expand support systems for veterans and their families.

Fully Implement Walter Reed Recommendations. When she is President, Hillary will implement the recommendations of the Commission on the Care for Wounded Warriors, led by former Senator Bob Dole and former Secretary of Health and Human Services Donna Shalala. She will implement comprehensive recovery plans for each wounded warrior that provides the right care and support at the right time in the right place. She will streamline the transition from DoD to VA care. She will personally instruct her Secretary of Defense to recruit and retain first-rate professionals to staff our military hospitals.

A RECORD OF DELIVERING FOR VETERANS AND SERVICE MEMBERS

Hillary Clinton has a long history of fighting for our veterans and will work to ensure our country fulfills its obligations to those who have served and sacrificed for the nation. Hillary has the record and experience to deliver that change.

That's why she has always fought for veterans in the Senate. From tokens of respect, like free postage when you write to a service member in Iraq or Afghanistan. To practical help, like providing expanded access to temporary housing when you move so you don’t have to pay out of your own pocket. To the critical work of helping you care for our wounded warriors by expanding the Family and Medical Leave Act and by passing elements of the Heroes at Home Act to help family members care for those with Traumatic Brain Injury. And she will always fight for you as President.

Expanding TRICARE Access. Hillary Clinton crossed the aisle to work with Senator Lindsey Graham to get access to TRICARE, the military health insurance program, for all National Guard members and Reservists, even when they are not deployed. As a result of Hillary’s work with Senator Graham, the more than 3,700 members of Montana’s National Guard have access to TRICARE, whether they are actively deployed or not.

Supporting Service Members with TBI. Senator Clinton authored the Heroes at Home Act, which would establish a program to help families learn how to care for returning veterans with TBI, as well as require DoD to do pre- and post-deployment screenings.

Increasing Survivor Benefit. She worked with others in the Senate to pass legislation to increase the military survivor benefit from $12,000 to $100,000.

Extending FMLA Benefits. She helped pass the Support for Injured Service members Act, which extends the benefits provided under the Family and Medical Leave Act (FMLA) by allowing the families of wounded military personnel to take up to six months of unpaid leave to care for their loved ones during the often lengthy rehabilitation process.

Improving TBI Screening and Care. She successfully included a provision in the recently enacted Fiscal Year 2008 National Defense Authorization Act to mandate that the Department of Defense implement a screening protocol for Traumatic Brain Injury within 180 days. The roughly 800 young Montanans who join the armed forces each year, along with current members of the armed forces from the state, now receive regular health screenings to detect Traumatic Brain Injury, thanks to legislation Hillary introduced. In addition, in 2006, Senator Clinton authored provisions in the John Warner National Defense Authorization Act for Fiscal Year 2007 that increased research into ways to improve TBI care for veterans injured in Iraq and Afghanistan.http://www.hillaryclinton.com/news/release/view/?id=7858

With all precincts reporting, the Puerto Rico vote count showed the New York senator with 263,120 votes, or 68 percent, to Barack Obama's 121,458, or 32 percent.

She told supporters the results were fresh, strong evidence that she should be the party's nominee.............

But, Clinton argued in a terse speech to Puerto Rico backers, ''We are winning the popular vote . . . It's important where we have won.'' She reeled off the big, swing states where she won primaries this winter and spring, and appealed to superdelegates to recognize her victories.

''Which candidate is best able to lead us to victory in November?'' she asked. The remaining uncommitted superdelegates, party insiders not bound to any state's results, are expected to give Obama the majority he needs, probably later this week. ..........

Clinton made it clear that her claim about that vote will be the cornerstone of her argument in the primary season's final hours. Her campaign unveiled a new television ad that makes that point. It has been scheduled to air in the final two primary states, Montana and South Dakota, which hold their contests Tuesday.........
