I don't think anyone said that that was her thought. What I heard was that, in the commentator's opinion, it might be her thought. Which says more about the commentator than it does about Hillary. Remember that the blather you hear is not necessarily evidence at all; in fact, most of it isn't.

it doesn't mean that's it true, but the fact that many believe it's plausible, that she possibly made such a remark, says a lot.
