It became a cesspool because it was allowed to become a cesspool.

There was a happy medium between the ultra-strict rules of GDP 2004 and the laissez faire approach in GDP2008. I guess it would have taken a little effort to develop a set of rules that fit that happy medium, and no one was willing to take the time to do so.
