Very few TV spots are mixed in 5.1 due to the added cost and opinion that very few spots benefit from it...
Found it odd, but it looks like McCain is tossing around big bucks.

It costs alot more to do a 5.1 mix than a standard stereo mix. Most home systems can make 5.1 from software, but a REAL 5.1 mix stands out. Mostly just moving the soundtrack and focusing the dialogue.
