FISA Yes votes by state and caucus. The president got a very good deal.
I don't have the entire voting list...waiting for someone else to dig them out of the voting roll.

But I found this blog with some interesting notes about the ones who voted yes.

RIP civil liberties – with House roll call of surprising turncoats

Call it a “supercave,” in fact, if Kit Bond likes it this much:

“I think the White House got a better deal than they even they had hoped to get.”

..."About 45 percent of Democrats crossed the aisle, 105 in all, with just one Republican, Illinois’ Timothy Johnson, joining the 128 Democrats in opposition."

..."Among Texas Democrats, locally, Eddie Bernice Johnson voted no. Turncoats include Silvestre Reyes, of course, Nick Lampson, Chet Edwards, Al Green, Gene Green and Ruben Hinojosa. (More below on the surprising, even shocking, amount of turncoats in the Congressional Black Caucus.)"

...."Nationally, more surprising turncoat Dems include Norm Dicks, Jane Harman, Colorado’s Mark Udall, Bucks County, Pa. freshman Patrick Murphy, who I had hoped wouldn’t be that much of a Blug Dog type, and Steny Hoyer, refuting Glenn Greenwald’s alleged insider news that Steny would be hypocritical enough to vote against it after pushing for it.

Also, stalwart black Democrats and Congressional Black Caucus members like Jim Clymer, Alcee Hastings, Sanford Bishop, Corrine Brown, G.K. Butterfield, Emanuel Cleaver, Artur Davis, Gregory Meeks, Laura Richardson and Bennie Thompson, who should know better based on government spying on Martin Luther King, if nothing else, were also turncoats. All told, about 25 percent of the CBC caved.

Here is the complete list

I was especially disappointed in Patrick Murphy, Tim Mahoney, and Kristin Gillibrand. Two of them I supported as DFA List candidates.

Daily Kos had a special tribute to Nancy Boyda who was not going to vote for it. She voted yes in spite of these words.

"Here's the question: Do we want the United States government spying on Americans without a warrant? Ladies and gentleman, that is the issue that's at stake here. I say absolutely no, we do not want the United State government spying on Americans without a warrant. But President Bush says that's ok.... and the Republicans in Congress are sticking with him.... Our democracy depends on open and honest debate, and this is nothing of the sort."

http://www.dailykos.com/main/4

From the same Daily Kos link: Tim Mahoney and Michael Arcuri were against it.

"I am not going to sign it," said Rep. Tim Mahoney (D-Fla.) a member of the Blue Dogs. "I just don’t think it is necessary."

Fellow Blue Dog Rep. Michael Arcuri (D-N.Y.) agreed with Mahoney, saying he would not subvert the rules process by signing the petition.

"I like the House version of FISA better than the Senate bill anyway," added Arcuri.

They both voted yes when the chips were down.

In effect today our Democratic leadership told us we did not matter, that our views were not important. Many who said they were against it....voted for it.

The president got a very good deal.

3. Evidently they are not very concerned about what the hell we think and just figure we
have nowhere else to go. That could be correct, who on the republican side can you side with, nobody that I know. Trying to figure this congress out is beyond me. However, I do believe it starts with the leadership of Pelosi and her sidekick and you know they pushed this dam thing. Hell, I don't know. I never dreamed about them giving Bush this.

sounds more like a pass.

Party leaders can do as they please, regardless of their constituents views. They think there will be no dissenters, grumble and follow like sheep.

11. Oops, I put the wrong Kos link in the OP. Here is the diary link.
http://www.dailykos.com/story/2008/6/18/17512/3194

It begins with the fact that everyone is opposed to telco amnesty. So why did they vote for it so overwhelmingly?

As Kagro pointed out the latest sob story we've got from Steny Hoyer on why he has to cave into the White House on telco amnesty is because "many Democrats" are forcing his hand. He's even saying that he personally is opposed to the compromise he's trying to ramrod through:

Hoyer said that if a deal was finalized, he would support it, even though he "would not like it." He said he would have preferred the original House version of the legislation which didn't include retroactive immunity for the phone companies.

Here's the thing, he's the majority leader and the majority of his caucus is opposed to amnesty. Nancy Pelosi is supposedly opposed to amnesty. Harry Reid is opposed to it, as is Dick Durbin. Barack Obama is opposed to it. And supposedly, so is Hoyer himself. So who is clamoring so hard from the Democratic party for amnesty? Not a one, so far.

See, they are all opposed until the time comes.

12. I just sent this backboneless Boyda of KS
Dear Congresswoman Boyda,

It is with the deepest regret that I inform you that I will no longer support you or any Democrat who has voted for this abomination of a FISA Bill. It not only grants complete immunity to the Fascistic policies of the Current Administration, it give the Fascist companies that supported the illegal wiretapping of millions of American Citizens immunity. It guts the very heart of the 4th amendment and provides for complete impunity for the continued illegal wiretapping of American Citizens.

I will begin an immediate campaign to put a true progressive up against you in the next cycle for your seat. I will ask everyone I know who lives in your district to look at your abominable vote to remove our Founders Bill of rights for our everyday live.

I can not nor will I vote for you for anything. You have sold your soul to this administration, failing your constitutes at every turn with your voting record. You ran as an anti war candidate, yet you continue to vote for supplemental appropriations for this illegal and immoral war. That our Nation is now deemed as a Nation of torturers where the rule of law can now be said to only apply to those of us not in Power speaks lowly of your regard for OUR Constitution and your sworn oath to Protect and Defend that Constitution. As a veteran who swore the same oath, I find your disregard for Our Constitution unforgivable.

I will look forward to raising capital and seeking a truly progressive candidate who will not lose their backbone when standing up to the criminal enterprise that has overtaken our executive branch and now appears to have spewed its bile into the Peoples Chamber of our Legislature.

Please note that I hold you and every Democrat who voted for this abomination in utter contempt for your disregard of our Protected Constitutional rights.

May you soon regret that you have continued to support the Illegal and Immoral Fascists that have overtaken our Country.

13. Swing State Project has super list of who flipped from one side in 2007 to the opposite now.
The 58 who switched from no to aye are puzzling. I know that many of them said they were not supporting immunity and would vote no. Many I donated to as DFA List candidates...and I am learning to be more cautious now.

"FISA
2007 total: 227 aye - 183 no - 23 NV
Dems in 2007: 41 aye - 181 no - 9 NV
GOP in 2007: 186 aye - 2 no - 14 NV
2008 total: 293 aye - 129 no - 13 NV
Dems in 2008: 105 aye - 128 no - 3 NV
GOP in 2008: 188 aye - 1 no - 10 N

2 who flipped from aye to no (i.e. bad to good): Baron Hill and Tim Walz

58 who flipped from no to aye (i.e. good to bad): Gary Ackerman, Mike Arcuri, Joe Baca, Brian Baird, Shelly Berkley, Howard Berman, Marion Berry, Sanford Bishop, Tim Bishop, Rick Boucher, Nancy Boyda, Corrine Brown, GK Butterfield, Dennis Cardoza, Kathy Castor, Emanuel Cleaver, Jim Clyburn, Joe Crowley, Norm Dicks, Rahm Emanuel, Eliot Engel, Gabby Giffords, Kirsten Gillibrand, Al Green, Gene Green, Luis Gutierrez, Jane Harman, Tim Holden, Paul Kanjorski, Dale Kildee, Ron Kind, Jim Langevin, Nita Lowey, Tim Mahoney, Carolyn McCarthy, Jerry McNerney, Greg Meeks, Dennis Moore, John Murtha, Solomon Ortiz, Nancy Pelosi, Ed Perlmutter, Nick Rahall, Silvestre Reyes, Dutch Ruppersberger, Adam Schiff, David Scott, Joe Sestak, Brad Sherman, Albio Sires, Adam Smith, John Spratt, Bart Stupak, Ellen Tauscher, Bennie Thompson, Mark Udall, John Yarmuth

9 Dems went from no vote to no; this includes some of our newest: Bill Foster, and Donna Edwards, on her second day on the job. 3 Dems and 1 Republican went from no to no vote; the Republican was Walter Jones. 12 Republicans and 6 Dems went from no vote to yes: the Dems were Don Cazayoux, Travis Childers, Ruben Hinojosa, Ron Klein, Laura Richardson, and Ike Skelton. 8 Republicans went from yes to no vote.

That's a long list of Democratic defections (although it's hard to call it a defection when it includes all the leadership."

Good for Donna Edwards and Bill Foster, two of our newest.

Now we just need to figure out the 58...why did they do it? What were they promised? What are they thinking?

14. My husband is totally pissed at Patrick Murphy
Online sources indicated Murphy was anti-amnesty. My husband called his office and they told him the same thing. And then Murphy goes and votes for this turkey. My husband called the office back and told them they'd lied to him.

I don't know what happens next, but there's got to be some kind of consequence.

15. Norm Dicks, my representative turncoat, I called today
Edited on Fri Jun-20-08 09:52 PM by Mithreal
Norm Dicks is my Representative.

Today I talked to his DC office. They gave me these rationalizations:

1. The decision was a political one meant to make FISA and "tough on terrorism" less of an issue.
2. We can trust Obama when he becomes President not to misuse the new powers this bill gives the President.
3. Not all the telecoms respect the Constitution (as if it is the telecom's responsibilty to protect the Constitution).
4. There was a lot of good in the bill and there were provisions to protect civil liberties.
5. Norm Dicks trusts what the House leadership, specifically Steny Hoyer, has told him.
6. The law if passed can still be modified at a later date.
7. And it was a tough decision.

There was a lot more to the discussion than that, including what I consider some minor liberties with truth, essentially the Republican talking points for the bill.

17. My representative (a democrat) voted NAY
as did several other Illinois representatives. With that said there were several Illinois democrats that voted Yea along with the republicans from the state. Then there were quite a few that did not vote at all, maybe because of the floods are something.

Anyway, yea for Costello who voted nay.

Yes votes:

Allen Boyd

Kathy Castor (a surprise)
Tim Mahoney
Ron Klein

No votes:

Kendrick Meek
Debbie Wasserman Schultz (both under tremendous pressure from the blogosphere because of their refusal to campaign against the 3 worst Republicans.)
