WASHINGTON (CNN) – Barack Obama's decision to forgo public financing for his presidential campaign provides him with the tools needed to implement a "Shock and Awe" television ad strategy designed to paralyze John McCain's campaign, an expert on political TV advertising said in an interview with CNN.

The better-funded Obama is likely to force McCain to spend money on TV ads in Arkansas, Georgia and North Carolina, said Evan Tracey, CNN's consultant on political television advertising. At this point in the campaign, these are states that CNN projects McCain has an edge over the Illinois Democrat, but by no means are these states safely in the Arizona Republican's column.

Obama is expected to raise three or four times the $85 million he would have received from the public financing system, providing him with a huge financial advantage over McCain, who has opted to take the public funds.

Tracey, chief operating officer of TNSMI/Campaign Media Analysis Group, notes that Obama used a similar advertising strategy against Hillary Clinton in the battle for the Democratic presidential nomination. Obama spent $10 million in Pennsylvania on TV ads — a state Clinton was heavily favored to win and did so by 10 percentage points.

Obama's decision to pour millions of dollars into Pennsylvania forced Clinton to spend more money in the state than she would have wanted to in order to secure a convincing victory. But it came at a cost, because she had less money to dedicate to the remaining primary contests including North Carolina and Indiana. She lost North Carolina by a wide margin and won Indiana only by two percentage points....

1. I hope he doesn't oversaturate the media.
"Obama fatigue" would not be helpful, there may have been some of that happening during a few of the late state primaries.

I'd like to see a lot of "street level" investment, local events, booths at community events, fairs, etc.

I'm 100% Barack. I made an sincere observation.

There's no such thing as fatigue for the firm supporters, but it is possible for the few who are on the fence and don't really think through their voting responsibility for non-stop Obama ads to become a little grating. Are you seriously suggesting that it doesn't happen with all kinds of advertising?

That's a fact. If it's a talking point, too, that is not my purpose for mentioning it here.

I know there are concern trolls here. You're sorely mistaken if you think I'm one of them. I'll be happy to respond with a picture of my Prius sporting round Obama stickers on the doors, but I'd prefer that you take my word for it.

I'll give it to you. Some have made it a talking point.

What is offensive is any suggestion that expressing a concern is necessarily an effort to be divisive or otherwise mischievous.

Snotty comments regarding a "Preeus" are not helpful, and they remind me of the way idiots like Michael Savage mangle people's names.

It is juvenile. You are above that sort of thing, usually, I hope.

My comment regarding fatigue was a fair observation, and a hope that Obama uses a very diverse approach to increasing turnout and to winning. You might want to re-read my words.

3. Well, it looks like he is ready to at least tackle the smear.....
ads that the GOP is so well known for. I do not see a successful swift-boating of Obama, like what had been done to Kerry. And, Kerry really should have addressed that situation better and stopped it in it's tracks.
I've been saying for a long time that Obama is the teflon candidate, nothing seems to be able to stick to him - and anything that sticks for a minute, eventually slides right off. Personally, I've never seen anything like this....

Throw in some good old warmongering terminology whether it has any relevance or not, and then make a similarly over-the-top ludicrous statement to follow it up.

No advertising that Obama does is going to "paralyze" McCain, or the RNC or a hundred other of his supporter organizations either.

Unless they are going to use Blipverts, I can't see any similarity to "shock and awe" either. If Obama is going to do ads that "shock", he probably won't win. "Awe" may be OK, but not in the context of "shock and awe", in which the observer is overwhelmed with fear and dread, brought to their knees with a feeling of powerlessness in the face of overwhelming defeat.
Not the way to get votes.
