Time to raise the Question Again..Why didn't Dubya make Captain |

Captain is almost an automatic rank. After five years of honorable service, surely he would of rose to the Rank of Captain/0-3.

Because of a quirk in Texas law, he was simply handed his commission when he showed up for duty the first time, without attending OCS or any other preparation for command.

TrueAmerican is absolutely correct. I've brought this up - W* not making Captain - many times, in many places. I've been pretty much ignored. I was a pilot in the Alabama Air national Guard, '63-'71. It wasn't a 'quirk' in Texas law. I was in the same (or very similar) program in Alabama.
Minimum application qualifications were 2 years of college (which I barely had, and don't ask about my grades), uncorrected 20/20 vision, no disqualifying physical 'defects'. I took a 4 hour Air Force Officer Qualification Test (AFOQT) and a four hour Flight Aptitude test. Passed those and moved on to a flight physical. Passed that and was subjected to FBI background check for a security clearance. Passed that and had an interview with the commanding general. Passed that.
Attended the next drill week-end, raised my right hand and swore to "protect and defend", and they pinned on my gold bars and I was a 2nd Lt. No boot camp, no nuthin'. I was not, and have never been, a member of a wealthy or powerful political family with any kind of pull whatsoever.
Progressing through the ranks - Three years in grade as a 2nd Lt. and I automatically made 1st Lt. Silver bars. Two years in grade as 1st Lt. and I automatically made Captain. Two silver bars, or 'railroad tracks'.
That W* didn't have enough time-in-grade to muster out as Captain is very telling. But, according to every 'news' outlet I have contacted, "That is old news."
