I truly believe any progress that has been made recently in Iraq on the political front comes as a result not of the surge but of the fact that they know the party is about to end.

Bush is going to pull out because he needs troops in Afghanistan. Al-Qaeda is back to pre-9/11 strength there.

I wonder whether knowing he was going to be responsible for both places helped Patreus decide that things were looking better in Iraq, and they could now start shifting resources.
Maybe that, plus the fact that Bush would rather make it look like we decided to leave, instead of like we're being kicked out by the Iraqis.
