Who will Bush pardon first

The North County Times ran a story today saying that our beloved Congressman Duke Cunningham, now a federal prisoner, has submitted a request for a full pardon.

Who do you think will get it first? There may be some strategy involved in letting Cunningham out first because of his war record. Or the Bush administration may be so far the review process (as has been reported) that they won't have time to do all of their favorites and Cunningham will miss out).
