Per Alex Witt on MSNBC. Now * can sort of make a case for non attendance, and Cheney can on a stretch (assuming he's able to be useful at something besides warmongering). But what business does McCain have? Besides trying to look like he's doing something. He most likely will be hanging around shifting from foot to foot and twirling his wedding ring.
