When's the last time a sitting Pres and VP have not spoken at a Party convention?

I think the Republican Party is utterly humiliating Bush and Cheney by not insisting he speak, even by videolink. I know Gore had Clinton speak in 2000 even in the wake of the Lewinsky scandal. I wonder how Bush and Cheney feel?
