In a way, it's sort of like referring to somebody who buys into some crazy hype by saying: "Wow, those freepers are sure drinking Bush's Koolaid today." Except in this case, it's somebody from the status quo stating something as fact, when it's moronic. Like say when Mark Halperin said Obama going after McCain's housing gaffe would be a gift for McCain. You might say: "Wow, Mark Halperin thinks the housing gaffe with hurt Obama, he must be Snortin' Cokie again."

In this intance, it was the master, the person who the term was named after, who actually was Snortin' Cokie. That's why she's such a legend.
