I think it is a girl I knew from High School. Ironically, she played Cosette in our HS musical of Les Miserable..

7. Does she work for the O-camp?
I assumed these people were actual campaign workers, singing to the soundtrack since the video was posted by the Obama headquarters. Right? If they aren't singing to a soundtrack, they need to take their act to Broadway!
