federal laws don't seem to matter - they take the money, but use loopholes to circumvent the laws (like aerial hunting)

...I saw a reference to federal legislation on this matter. And it was stated that Obama supported it but McCain did not. This was not about the Alaska legislature's prohibition of the practice.
