Sure the law was passed nine years ago when the GOP was in charge and only one Democrat voted for it, but do you honestly think that will stop them from blaming "Congress"? At the very best, I expect most media to blame both parties equally. This will not be blamed on the GOP. If I had any money left to gamble, I'd bet you on that :P
