1. He cannot possibly keep his promise to veto earmarks

The earmarks are folded into the full bills and the bills must be signed or vetoed as a full package. There is no line-item veto (it was declared unconstitutional in 1998), and he would have to shut down the whole government to keep his promise on earmarks.
