In the year 1999 what was the makeup of Dems vs. Repukes?

1. It was 55/45 Republican in the Senate - 223/211 Republican in the House

2. 1999 was when the GOP Senate passed S109 on a 54-45 partisan vote, the final bill
after the House passed theirs, Senate had theirs, they get together for a final version, it was veto proof. Clinton had no choice but to sign.
