Just ask them for shits and giggles to pretend they do not have health insurance and then try to get private health insurance just like real people have to.
See how fast they get rejected.

There has to be some online insurance thingy where you can plug in info and get back insurane estimates -- I doubt a 72 year old man with four bouts of cancer can get much, insurance-wise. :D Then rint it out and send him a copy!
