My sense of things from trying to synthesize all the chatter flying about:
Bill will pass before Monday.
When it all goes down more pugs will vote no than Dems. Potentially an epic mistake because they have no credibility on any issue involved and can successfully be run against as the second coming of Herbert Hoover if they balk.
Bush is speaking to try to corral his own troops. Since McCain has to support it because Obama supports it a nut-right revolt in congress would be a general embarrassment. But Bush has zero credibility, so I figure he''l lose his own troops anyway. All the Bunnings and Pences are lost causes.
Provisions of the Bill:Oversight: There will be oversight and transparency measures, reporting requirements, etc...
Executive control: I am expecting a board or executive committee, but nobody seems to be leaking about that. There may be persuasive reasons for retaining individual authority, and since Obama will be appointing that individual soon Dems might not want to push on that one.
Executive compensation: 'Perverse' bonus bans (bonuses structured so that you are rewarded for recklessness) and two-year 'golden parachute' bans. No dollar caps.
Equity Shares: Up in the air.
Bankruptcy 'cram-down': Possible measure to allow bankruptcy judges to adjust mortgages.
