Bush is speaking as well as he ever has. Of course he has the teleprompter, but he is speaking clearly and calmly and smoothly. As smooth as Obama ever has and smoother than McCain was ever capable of.

Mind you, Bush has no inspiration and shows it. He is an empty suit, a puppet at best, and more likely a doofus and a tool. But he does not look "just horrible".

Bush was very smooth. But completely uninspired and empty.

Obama is never perfectly smooth. But Obama is always more inspiring and insightful than Bush ever could be. Thus Obama is the better speaker, always.
