Why is anyone's guess. Some say it would be to continue to derail the debates, but I really think it's coming down to a matter of pure incompetence. McCain is at his wits end between supporting his party's fiscal conservative base while maintaining his populist image. He's trying to have it both ways, and as a result it's confusing a whole LOT of people.
