I just called Kerry HQ and I got a message saying: All circuits are busy!

I just called them up and that's what I got. Not even a busy signal. I guess a lot of people want to talk to HQ. I was calling to tell them not to negotiate on the debates.

2. Sending emails for things like this might be better -

phone calls tie up the lines and there's no guarantee the message will get to the right people. An email is more effective and won't clog up their resources.
