1. The National Republican Trust PAC Is Wrong
I support the right of the National Republican Trust PAC to advocate any issue it wants in any way it wants. It shouldn’t even have to file reports with the government. It’s the job of the public to distinguish messages it should believe and messages it shouldn’t.

So let me help you with that now: An email being circulated by the National Republican Trust PAC is despicable and wrong.

“Obama’s Plan: Mohamed Atta Gets His Driver’s License,” it blares. The email reads:

Did you know that Mohamed Atta, the 9/11 ring leader, had a valid Florida driver’s license?

Did you know 13 of the 19 hijackers had obtained valid driver’s licenses? Armed with these licenses, eight of the hijackers even registered to vote!

Here is the shocking fact: Obama strongly supports giving illegal aliens in America driver’s licenses.

He said as much during two Democratic debates earlier this year.

This is terror-pandering of the highest order. While it’s true that several 9/11 hijackers got driver’s licenses and other documents, this has the same relationship to the success of their attacks as the brand of shoes they wore. They could have used their Saudi passports to board flights that day, and the same people in the same circumstances could get on planes today. Even if the REAL ID Act were implemented and we all carried a national ID, terrorists would not be prevented from boarding U.S. flights.

Yet there is no reason to fear. Our protection against a subsequent 9/11-style attack is the direct security of hardened cockpit doors and the awareness and vigilance of airline crews and passengers.

If it’s true that Obama would allow illegal aliens to get driver’s licenses — by the way, it wouldn’t be his decision because driver’s licenses are issued by states — it wouldn’t affect our security against terrorism.

By all appearances, this message looks like it is designed as much to raise money for the National Republican Trust PAC as to discredit Obama. Certainly, it doesn’t bring credit to Senator John McCain. In fact, it hurts him. To folks who don’t know campaign finance law, it looks like a desperate and venal grasp by McCain for an issue against Obama.

Hyping terror threats damages our country by provoking overreeactions that can be more damaging than direct attacks themselves. This message from the National Republican Trust PAC is offensive.

A new anti-Obama group runs a bunk-filled ad implying he'd give a driver's license to Mohammed Atta.
Summary
An upstart group calling itself the "National Republican Trust PAC" mixes a pile of false claims and the image of 9/11 mastermind Mohammed Atta to create one of the sleaziest false TV ads of the campaign.

The spot falsely claims Obama has a "plan" to issue driver's licenses to illegal immigrants. In fact, Obama has said quite specifically, "I am not proposing that that's what we do."


The ad implies such licenses would enable terrorist attacks. In fact, Atta wouldn't have needed one to carry out his attacks.
It claims that Obama's health care plan will apply to illegal immigrants. But Obama has stated quite clearly that his plan "does not" cover illegal immigrants.
The ad falsely claims that Obama's plan "gives illegals Social Security benefits," which is also flatly untrue.

Analysis
Despite its name, the National Republican Trust has no formal connection to the Republican Party. It is an independent group with ties to the conservative Web site Newsmax. It sprang into being barely a month ago and has reported spending more than $900,000 to attack Obama through e-mail messages and, now, TV ads.

Its TV spot first showed up on the air in Columbus, Ohio, Oct. 26, and it has also received considerable circulation on the Web. It attempts to link Sen. Barack Obama to the 9/11 hijackers. The link? A spurious claim that Obama plans to give driver's licenses to illegal immigrants. NRT PAC, which is headed by a former writer for the Rev. Sun Myung Moon's Insight magazine, says it plans to air the ad in other swing states.

Update, Oct. 29: Newsmax distributed a new NRT PAC fundraising e-mail today in which NRT boasts of having now raised "over $3 million." A postscript states that the group's ads are now running "in 5 battleground states."

However, Obama has no explanation as to why he is still a friend of Ayers.

Obama has even been endorsed by radicals such as Nation of Islam Leader Louis Farrakhan.

No one can deny hearing about Obama’s relationship with the America-hating Rev. Jeremiah Wright.

There should be little doubt that William Ayers and Louis Farrakhan and the Rev. Jeremiah Wright are rooting for Obama — because he is one of them.

In keeping with such friends, Obama has promised to meet with radical leaders like Iranian President Mahmoud Ahmadinejad without “preconditions” even though Ahmadinejad has promised to “wipe Israel off the map” and “destroy” America.

Even radical Hamas terrorists have praised him.

“We like Mr. Obama and we hope he will win the election,” Ahmed Yousef, senior Hamas leader was quoted by ABC radio as saying.

With a new television ad, a conservative group is trying to revive the debate over drivers' licenses for illegal immigrants, which flared up in the Democratic nomination race but has not been a major issue in the general election.

The ad debuted on Oct. 21, 2008, and is set to run in Ohio, Florida, Pennsylvania and other swing states, according to scriptwriter and producer Rick Wilson.

"Millions of illegal aliens in the U.S.," begins the spot, paid for by an independent political action committee called the National Republican Trust. "Barack Obama's plan gives a driver's license to any illegal who wants one."

For good measure, the spot includes an image of 9/11 ringleader Mohamed Atta on a driver's license.

Since the ad made an allegation about "Obama's plan," we checked his Web site for any plan that mentioned drivers' licenses for undocumented immigrants.

We couldn't find one. Obama's immigration plan doesn't have anything to say on the subject.

In phone interviews, Wilson and the PAC's executive director, Scott Wheeler, pointed to comments made by Obama in three debates during the Democratic primary as evidence for the claim.

In the first debate, on Oct. 30, 2007, NBC's Brian Williams asked Obama whether he was for or against a plan by then-Gov. Eliot Spitzer of New York to grant licenses to illegal immigrants.

"I think that it is a — the right idea," Obama said. "Because there is a public safety concern. We can make sure that drivers who are illegal come out of the shadows, that they can be tracked, that they are properly trained, and that will make our roads safer."

In another debate, on Nov. 15, 2007, CNN's Wolf Blitzer asked Obama, "Do you support or oppose drivers' licenses for illegal immigrants?"

"I am not proposing that that's what we do," Obama said. "I have already said I support the notion that we have to deal with public safety and that drivers' licenses at the state level can make that happen. ... But what I also know, Wolf, is that if we keep on getting distracted by this problem, then we are not solving it."

Blizter went on to press for a yes or no answer.

"Yes," Obama said.

In a third debate, on Jan. 31, 2008, Obama said: "On the drivers' license issue, I don't actually want — I don't believe that we're going to have to deal with this if we have comprehensive immigration reform because, as I said before, people don't come here to drive, they come here to work."

He continued, "I agree with Bill Richardson (who supported granting drivers' licenses to undocumented immigrants) that there is a public safety concern here and that we're better off — because I don't want a bunch of hit-and-run drivers because they're worried about being deported and so they don't report an accident."

So yes, Obama did indeed endorse the idea of granting drivers' licenses to illegal immigrants.

But does that amount to a "plan" to do so?

In the context of the presidential campaign, we think of a "plan" as a specific course of intended action a candidate has laid out, usually in writing. Voicing support at a debate for an idea — especially couched in qualifiers such as "I don't believe that we're going to have to deal with this," and "I am not proposing that that's what we do" — is a far cry from having a plan to do so.

"When we say 'Obama's plan' we're saying it's part of his plans, not necessarily that he's created a plan," Wheeler said.

But it's not part of his immigration plans. We also note that drivers' licenses are handled on the state level, and Obama is running for federal office.

The federal government can impose standards on states for drivers' licenses that would be federally recognized — and in fact Congress did so in 2005 when it passed elements of what had been known as the Real ID Act. It said states have to require "valid documentary evidence that the person (applying for a license) is a citizen or national of the United States" or has applied for any of several types of legal status.

Obama voted for that bill, which passed 99-0. We could not find any evidence that he had a plan to change those requirements, other than his debate comments, which don't amount to much of a plan.

Finally, Obama saying he favored the idea of giving drivers' licenses to undocumented immigrants is different from saying he would give them to "any illegal who wants one," as the ad claimed. If Obama were to offer a specific plan on the subject, who knows what restrictions it would include?

Certainly not the National Republican Trust.

So this group is guilty of some serious hyperbole. It took words of support from Obama for the concept of granting drivers' licenses to illegal immigrants and portrayed them not just as a specific plan, but as one that would hand licenses out like candy. We find it Barely True.
