you "know" (yes, it's a gut thing) that something is seriously wrong that needs their attention.
Otherwise, notify the poll manager first, then the local board of elections. The Obama line is the "line of last resort".
So says my local board and Obama team.

Probably not an effective solution, in my opinion. Call the people who are most likely to be able to help (1st=Poll Manager, 2nd=Board of Elections, etc.)
My feeling is that the local Obama campaign would just call one of those entities (or the state campaign).
