2. How do they know the voters locations? I'm not sure the map means anything, but

Your internet provider and a traceroute tells them what state you are in.

6. Wow, I had no idea they could trace me to a location! I use a cel phone card. Does
it track where I go, or does this only apply to hardwired internet access?

Each computer is assigned a specific IP (Internet Protocol) number by the internet service you use. It identifies your computer at whatever websites you visit. They can track to back to a specific internet provider, state and sometimes even your city but they cannot identify you individually. To do that they could, with a court order, contact your internet provided to find out who holds that number if you are doing something illegal like people who peddle kiddie porn for example.

On this website the administrators can see your IP number when you post (I have the same software for my site so I know what it can do) and if someone were to do something like threaten a public official, for example, they could report the IP number to the government and you could be individually tracked down. That is why it is also so dangerous to allow the goverment to track people on the net without the protection of search warrants.
