Why are there not statewide guidelines that say x amount of voters get x amount of machines |

and that's the end of it. Why do we always hear these stories about white suburbs having twice as many machines as are needed and the poorer areas having half the number they need? I feel like this is prima facie evidence of discrimination and/or suppression.
Why are there not enough extra machines in reserve to be rolled out almost immediately to any polling place that is having an unpredicted larger turnout? Wouldn't you do these things if you were a Secretary of State? Why doesn't every polling place offer a paper option to the people in line?
