The 6% reporting out of Virginia are in counties where they think the Civil War hasn't ended.

Don't count on VA or count VA out until we near close to 85% of precincts.

They haven't counted Richmond, Hampton Roads, Petersburg, Charlottesville,Virginia Beach, Alexandria and on and on and on....chill!

Virginia is sharply divided between city/county districts. A town of a few thousand can call itself a "city" and be administratively distinct from the county in which it's located. They report their results separately.

If there is a college in that "city" (with the exceptions of the several lunatic bible-thumper schools), it's gonna go Obama. They'll also likely report in a little later because those areas will have larger tallies and larger lines. Some would argue that urban areas have received fewer voting machines, et cetera....

Another thing worth noticing is that the precincts which are reporting now are the ones that had no lines, and not surprisingly, the first two to report were middle-VA tobacco counties which were sure to go McCain. It's not necessarily a good sign for McCain to know that those places closed up shop so easily.

The big heavy-D centers of Arlington, Alexandria, Richmond, and the bay metropolises were among the late reporters in 2005 and 2004.

Edit: It appears as if Josh Marshall's TPM election central map does not take the city/county disparity into account on its map. I don't know if that's going to affect the overall presentation of the state's results on his map or not, but it's something to keep in mind.
