And the ballot you are referring to was only used in Palm Beach County. Furthermore, it is a poorly designed ballot. Sure, a reasonably intelligent person could easily figure it out and would be unlikely to make a mistake filling it out, but what you WANT is an idiot-proof ballot, and these were certainly not that.
