Can you say "mandate"

2004
Popular vote Bush 62,040,610 Kerry 59,028,444
Percentage Bush 50.7% Kerry 48.3%

2008 (unofficial)
Popular vote Obama 62,682,786 McCain 55,543,823
Percentage Obama 52% McCain 46%

Fox news gushed about how Bush's margin of victory in 2004 signaled he had a mandate from the electorate. Funny, I don't think I've been hearing them say the same thing about Obama's victory, despite it eclipsing 2004.

6. Someone (I can't remember who) was interviewed on Today this morning and was asked,
"Did Obama receive a mandate?"

The guy said, no, this was a "reasonable" victory, but not a mandate.

An electoral near-landslide and majorities in both the Senate and the House with increased seats in both? How is that not a mandate?
