Whats going on in North Carolina?
Obama is up over 12,000 with 100% of the vote counted. Are they doing a re-count or something?

3. Aren't provisional ballots those things that Democrats vote on when they
get kicked off the voting rolls?

If O is ahead by 12,000 and they are down to provisional ballots, NC is going blue.
