In the 1800 election the voters did not elect the President directly in each state.
The following had their state legislature determine the electors:

Connecticut, Delaware, Georgia, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, South Carolina and Vermont.

The following had their electors by popular vote at-large:

Rhode Island and Virginia.

The following had their electors by popular vote in each district.

Kentucky, Maryland and North Carolina.

Tennessee had a mix of their state legislature and by popular vote in each district.

Elections:

New York elected their legislature April 29-May 1, 1800. They then met the first week in November to cast their votes for NY electors.

By autumn of 1800 the following states had already elected their legislatures: New Hampshire, Vermont, Massachusetts, Connecticut, New York, Georgia and Tennessee.

The following held their elections for local, state and congressional offices in October: Delaware (6th), Pennsylvania (14th), New Jersey (14th), and South Carolina (14th)

The following had the voters directly pick the electors in November: Virginia (3rd), North Carolina (3rd), Maryland and Kentucky in the following week, Rhode Island (19th)

Some state legislatures changed the method of choosing their electors whether by the voters or the state legislature based on which they thought would give them the advantage. New Hampshire and Massachusetts did it earlier in the year.
