California is notoriously slow and is still counting votes - over 2 million short so far
I don't know if it can overturn any race at this time but the official Secretary of State count is still adding up the votes. How many?
Hard to say.

But the final Presidential Vote Count in 2004 was 12,383,578

So far the count for this Presidential Vote is only 10,405,510... nearly 16% below 2004 total (as of 1:05 PST today 11/7)

I'm guessing there are at least 2,000,000 more to count and that's if the vote totals only match and not exceed 2004 totals which is unlikely.

to get in and take control of the state BEFORE 2004. Remember how focused Rove was on getting rid of Gray Davis?

The popular vote was as important to Rove as the electoral vote. He could steal the EV in states like Ohio where the GOPs controlled the election process. But, he needed MANY states to achieve his vote padding and in states that wouldn't get recounted - like California - where a million or so votes could be added and it wouldn't even be noticed.
