Indecency and obscenity. Generally, the rules concerning the content of programming on cable channels are not as strict as the rules concerning programming content on non-cable channels. If you object to programming on a cable system, you may contact the FCC to determine what rules may be applicable and what action may be appropriate.

Sorry, dropping the F bomb first thing in the morning is beyond, in fact the F bomb is even bleeped on comedy central during the evening (Jon Stewart). I believe it's only on the a la carte pay networks that they don't govern.

they collect information about complaints, but they have no enforcement authority.

From the FCC's "FAQs" on obscene/indecent programming:
"Do the FCC's rules apply to cable and satellite programming? In the past, the FCC has enforced the indecency and profanity prohibitions only against conventional broadcast services, not against subscription programming services such as cable and satellite. However, the prohibition against obscene programming applies to subscription programming services at all times."

54. I thought they regulated "basic" cable. Whether or not MSNBC
is included in a company's basic package varies. I could certainly be wrong and, quite frankly, the only reason I care at all is because it's holier-than-thou Joey Scarborough.

55. Nope. As far as the FCC is concerned, subscription tv is subscription tv
doesn't matter if its a channel that's sold as part of a package of channels or as a "premium" channel like HBO.

Heck, for most cable companies, HBO is no longer a single channel -- its a "multiplex" of several channels -- essentially a tier of HBO services.

33. Unless MSNBC goes out over public airwaves somewhere
that I'm not aware of, the FCC does not regulate. The basic cable package is still pay TV. The FCC only has jurisdiction over broadcasts on the public airwaves that you receive for free with an antennae.

That goes for both "premium" channels and "expanded basic" channels like Comedy Central, Bravo, CNN, MSNBC, etc etc.

Cable networks are not subject to "indecency" regulation. It doesn't matter if its a premium channel like HBO or an "expanded basic" channel like CNN, MSNBC, FX, Bravo, Comedy Central, etc.

MSNBC may well have a clause in its on-air personnel contracts forbidding them from using certain language. They may be concerned about viewer boycotts. They might even have agreed to certain limitations on speech in their carriage agreements with cable and DBS companies. Those would be enforceable. But the government may not regulate the content of non-obscene cable speech.
