Not a "force" that Obama is calling for estabilishing. In fact Obama is not even calling for the estabilishment of anything for that matter because it already exists. I'm quite sure many of you have read or heard about this "marxist' idea from the right tin foil hat wearers. The force that Obama is refering to is your local police,fire,FBI,CIA,DEA,etc. or your first responders. He is calling for funding that would rival that of our armed forces. Obama argues that not only should our military be greatly equipped but too should our local.

1. I am under the impression

that he has also spoke of this in terms of people who would be responding to natural emergencies, and doing the labor before and after, to help communities get back on their feet. I believe that he has spoken about people who are in no sense police/military affiliated, but rather who are prepared to do other necessary good works.

The degree of paranoia on the extreme right wing is creating shared delusions. It is an unhealthy symptom for our society.

2. Actually

It's a fusion of the two. Without a strong first repsonder financial backing the "civilian" (red cross,habitat for humanity etc.) responder aspect would be useless. The two have to work together and must be funded properly.
