Anyone watching KO? What is this maneuver the Obama admin can use to overturn bush regulations?

Anyone watching KO? What is this maneuver the Obama admin can use to overturn bush regulations?
Specifically, those that took effect within the last 6 months, and those final ones bush is rushing through now. If I heard it right, somehow they can bypass Congress if they act quickly.

Apparently, Obama has a team of dozens that have been working on this for quite a while already, so he can hit the ground running when he takes office. (Gawd I sure love having an adult in charge for a change.)

Could some explain that better for me? It sounds great to me, but the details kinda went over my head.

"It could take Obama years to undo climate rules finalized more than 60 days before he takes office — the advantage the White House sought by getting them done by Nov. 1. But that strategy doesn’t account for the Congressional Review Act of 1996.

The law contains a clause determining that any regulation finalized within 60 legislative days of congressional adjournment is considered to have been legally finalized on the 15th legislative day of the new Congress, likely sometime in February. Congress then has 60 days to review it and reverse it with a joint resolution that can’t be filibustered in the Senate.

In other words, any regulation finalized in the last half-year of the Bush administration could be wiped out with a simple party-line vote in the Democrat-controlled Congress."

17. I didn't approve of what Clinton did...
with Monica. But, I think it would be sweet if Clinton were to sneak into some of the offices of Republican members of Congress and leave behind a blue dress.

23. I'm sure many of them have their own version
of blue dresses out there - wasn't it Larry Flynt that ended up finding out that a bunch of them had had affairs - Livingston, Hyde, Gingrich, etc?
