I don't know if this is possible but you pass legislation that limits the amount by which a state can benefit from future oil/gas production in undeveloped Natural reserves. Then in the event that feds grant new leases, the state tax/royalty savings is built into a higher asking price for the leases.

Bottom line is that Palin doesn't give a polar bear shit about the lower 48, or "clean green natural gas" Remember that all the natural gas she wants to extract is just to ship to Canada to use for extraction of dirty Canadian oil shale. Take profit incentive away and Alaska would first appeal to the Supreme court and if unsuccessful, their interest in ANWR would end.

The bonus is that it would show how much she is full of shit. Obviously, I haven't thought it through from a constitutional perspective, but it seems that those are federal lands. If I am wrong, please enlighten me.
