They usually have plenty of water on board because of either:
A) Shuttle and other US space vehicles have traditionally been Hydrogen Fuel Cell powered 2H2+O2=2H20+electricity. So they've had plenty of water and the pee gets shot overboard. (Remember the Constellation "Urion" joke in the movie Apollo 13?)
B) Space station they've been bringing it up to them on Progress missions and transferring fuel cell waster water from shuttle to them during missions.
The new vehicles for Moon and Mars will have less in the way of fuel cells and more in the way of solar cells. This makes them more sustainable for long term missions but means they can't simply dump water and urine O/B anymore.
