15. No. Howard does not have the qualifications for SG
SG should be someone who's had a career in Public Health. That's not Howard's background. He would, however, make a very good Sec of HHS.

17. he might be good...but I suspect the Obama Administration would want to avoid the appearance
of an undeniably strong partisan in a position that originally was never meant to be a heavily politicized position.

Granted since Reagan appointed C. Edward Koop the position has frequently been very politicized. But it is just this sort of appearance of partisan politicization that I believe the Obama Administration would seek to avoid.

A Secretary of Education or Secretary of Health and Human Services or perhaps an ambassadorship would be a less controversial appointment for Dr. Dean.
