I think she would be capable, but I am not sure she would be famously successful in the role of negotiator. I just do not see that capability in her background. But the real reason I think she would not be a great choice is Bill.
I really could care less about how he raises money for his Library and CGI. My concern is that he is going to have to be reigned in considerably in his speaking and his approach. There is a de Facto requirement that the spouse of the Secretary of State not speak "Out of School" and that the spouse be on the same page on US Policy, particularly when the spouse on their own megaphone.
Bill's message has to line up with Hillary's and Hillary's has to line up with Obama's. I just don't think you can ask an ex-president to do that. I just do not think this ex-president is capable of doing that. I think this would be more trouble than it is worth for fairly marginal political and diplomatic gain.
It is never going to work because the press and the GOP are going to waiting in the weeds for the first opportunity for "off the reservation" views scandal, financial or otherwise. And it will reflect poorly on Hillary for not being able to control the spouse and for Obama. The mantra of "What was he thinking", will most assuredly ring in everyone's ears more than once.

I look for her to be successful because she wants to be. Who it would hurt most going off the reservation would be her. Bill gets out of line and he'll be relegated to the bleachers. Obama is strong enough to weather a storm, I'm not so sure she would be. This will be an Obama administration, with one man calling the shots.

Understand I am not anit-Bill. I just think he is not going to do well if he is muzzled or handcuffed. ANd I am not sure as an ex-president he should be put on a short leash.
Bill Clinton has a first class political mind, He can not publicly second guess anything Obama says or does. because he undermines not only the president but also his wife.

I have to trust Obama's judgement which has been impeccable so far. Obama can't reign Bill in, but Hillary can. He owes her bigtime... it's her turn now.

You came up with some great points that I can say I understand and say that I do have them as part of my cons for her not to get the job. I kinda don't care who gets it as long as it's not Richardson...that Gay is a choice thing pissed me off to no end.

all the chatter i've heard from the MSM pundits say she's a great choice, that she would work well with Biden, that she is the most experienced in Foreign policy, that the initial interest in Kerry and Richardson has weakened for some reason. Where is all this coming from? I don't see it. From her campaign she's shown she's verbally imprecise, a proven liar, not very diplomatic, ad-hoc, a poor manager that inspires infighting in her staff. Sorry HRC fans but i just don't trust her or Bill at this point.

This is one thing that I learned about her during the primary. She is very knowledgeable about foreign policy issues, has already met with numerous world leaders, and the Clinton name just gives her credibility to get stuff done.
Bill could be a problem, but Hillary wears the pants in the relationship.
