Hillary as SOS - Why?
1. Bill made quite a miraculous turn around, didn't he? From lukewarm, very lukewarm, to enthusiastic during the end of the general election campaign.
2. Obama thought of Hillary as a good manager - methodical - good at getting things done. If this was not a quid pro quo for her enthusiastic support - he would have offered her something more in line with her expertise - administrative in nature - rolling out health care.
3. Clinton is diametrically opposed to Obama's big picture thinking on foreign relations. Richardson, for instance, is much better suited as a soul mate on diplomacy first.

Could anyone have looked at Clinton's campaign from the outside, and thought of her as methodical?
I think she's smart, charismatic and widely loved. That may be enough, when she reports to Obama.
