Obama's Circuit Court picks will be almost all Clinton appointees

Most Federal Circuit Court appointments come from the ranks of Federal District judges.

Almost all eligible choices were originally chosen by Reagan, Bush, Clinton or the Chimp. (Some Carter folks are around, of course, but thirty years is a long time.)

Similarly, a lot of Obama U.S. Attorney picks will probably be people who worked in the Clinton Justice Department at some point.

And within the career bureaucracy most senior people worth a damn worked under the Clinton administration and retain much affection for the Clinton administration. (Most senior civil servants worth a damn are Democrats; a fact that has galled the chimp for eight long years.)

Presidents who win a second term have a wider selection of 'fresh faces.' For instance, the odds are that some people Obama appoints to a District courts in 2009 will be elevated to circuit courts in 2015.
