I just looked at a list of FDR's first Cabinet. He had one Woodrow Wilson person in it.

I just looked at a list of FDR's first Cabinet. He had one Woodrow Wilson person in it.
Keep in mind that there were 12 years separating the Wilson Ad. and the FDR Ad., as opposed to the 8 that separate Clinton and Obama.

That person was Daniel Roper, who FDR made Secretary of Commerce in 1933. Roper had previously been Asst. Postmaster General for Wilson and held other positions. FDR later had Jesse H. Jones as Commerce Secretary, and had previously been Director General of Military Relief for the Red Cross under Wilson in WWI.

3. The modern federal government was created under Roosevelt
And the modern permanent standing army came into existence under his term as well. Thus the number of skilled bureaucrats did not exist until after Roosevelt.

Look at the matriculation from Democratic administration to Democratic administration starting with Kennedy and Johnson. Their guys came from Roosevelt/Truman, Carter's guys came from Kennedy/Johnson, Clinton's guys came from Carter. Not all of them of course, but a large amount of them.

5. Most of Wilson's cabinet were dead
Wilson's cabinet had people like William Jennings Bryant in it. Almost all of them were alive during the civil war.
